Introduces the dependency-free shared Forgejo Action for publishing OIDC-bound pull request reviews.

The action preserves trusted-head validation, capability checks, bounded result handling, exact receipt attestation, inline-comment filtering, pending-review cleanup, and publication recovery. Behavioral coverage moves with the implementation so consumer repositories only need an immutable action reference.

Validation:

  • pnpm run format:check
  • pnpm run typecheck
  • pnpm run lint
  • pnpm run fta
  • pnpm run knip
  • pnpm test
  • git diff --check
