Brings the managed CI files in line with @j4k/align 6.7.4, which fixed the five template-comment items reviewed on #2. The comments in release-npm.yml and release.yml are reworded; their behavior is unchanged.

The commit-msg check now validates each commit's full message instead of its subject, and its failure output names the rejected header.
