Moves this repository from the old CI reviewers to the managed Review path — the second repository to go, after j4k/review.

Adding the .review-enrolled marker and regenerating with j4k-align --fix-workflows does the whole swap in one pass: review.yml in, pr-review.yml and pr-review-post.yml out. There is no window where both reviewers run.

The org already has what the new workflow needs — the REVIEW_CAPABILITY_TOKEN secret and the REVIEW_SERVICE_URL variable — and the admissions list already names this repository, so nothing outside the repo changes.

Two things to expect:

This PR is still reviewed by the old system. pull_request_target runs the base branch's copy of the workflow, and main still carries the legacy pair until this merges. The new path first runs on the PR after this one.

Superseded findings will need resolving by hand, until review-wrapper#8 is fixed. The wrapper misdetects the conversation-resolution API on this instance, so it posts a reply but leaves the conversation open.

Adds the .review-enrolled marker and regenerates the workflows. Align
swaps review.yml in and removes pr-review.yml and pr-review-post.yml in
the same pass, so the repository never runs both reviewers.

Second repository to move, after j4k/review. The org already carries
the REVIEW_CAPABILITY_TOKEN secret and REVIEW_SERVICE_URL variable, and
the admissions list already names this repository.
