Pre-staged for the intent-routing activation (cluster#354). The synced pair replaces the Router-major-to-axrun mapping with the literal @j4k/axrun@18.0.0 the release manifest pins.

Do not merge outside the activation window: this workflow fails against a live Router 12, and the fenced maintenance play byte-audits every admitted main against exactly this pair before mutating anything.
