Renders the Axrecipe v10 review publication pipeline from @j4k/align@1.100.7 (--fix-workflows, no hand edits): the split pr-review.yml / pr-review-post.yml pair plus the updated post-review composite action.

The recipe service was upgraded to v10 yesterday, which is intentionally incompatible with the v9 poster this repo still carries — every review run since then has died with POST …/forgejo-actions/results failed: 400 (six identical failures on #5 alone). Reviews cannot post on any PR here until this lands on main, since pull_request_target takes the workflow from the base branch.

After merge, re-run #5's review (fgj actions workflow run pr-review.yml -f pr_number=5) to get its verdict at the current head.
