The Output section restates which citation each finding category needs. The per-unit audit loop already defines those rules, so the two lists can drift apart. This points Output at the loop instead.

Follow-up to an unadjudicated claim in the review of #119. It touches a different line from #126, which moves the citation rules into the category definitions, so the two merge in either order.
